What changed in 2026

CMS states that starting in 2026, Marketplace Bronze and Catastrophic plans can be HSA-eligible. That means a Bronze plan can now combine a lower premium with HSA tax advantages in situations where that pairing was not previously available.

Use two comparisons, not one

Expected-year cost is annual premium + realistic out-of-pocket spending − employer/account contributions − estimated tax benefit. Bad-year cost is annual premium + the plan’s in-network out-of-pocket maximum. A plan can win one and lose the other.

If you qualify for Marketplace cost-sharing reductions, compare the actual Silver deductible and out-of-pocket maximum shown to you. A generic Bronze-vs-Silver article cannot reproduce the value of your specific CSR variant. This is one of the cases where the plan documents beat any rule of thumb.

Should I count my HSA contribution as a “cost”?
